1. Go to the cPanel (or other control panel provided by your webhost) and find the MySQL Databases link.

2. Under "Create New Database" type in a database name and click "Create Database."

3. Scroll down to the MySQL Users section and "Add New User." Enter a new username and password. Click Create.

4. Scroll down to Add User to Database. Select the User and Database from the dropdown and click "Add."

6. During the Joomla installation process you will be asked to fill in 4 pieces of information about your database:

a. database host (usually 'localhost' unless your webhost has the database on a separate server, i.e., Godaddy outsources their database and so in that case you would use the host provided to you by Godaddy (e.g., 'mysql541.secureserver.net').

b. database name

c. database username

d. database password

7. Some cPanel's also provide a MySQL Wizard that will assist you through steps 1-5 above.
