I can't open an article (or module) to edit it, there's an icon of a lock next to it.

If someone else has the article (or module) open for editing, you will not be able to open it.

If someone opened the article, but then moved away from the page without clicking Save, Apply or Cancel, the article remains in the locked mode.

To release it from being locked, go to Tools -> Global Check-in.  All locked items will be released.  If someone is editing when you do this, they will be knocked out of the edit screen.

There are 3rd-party extensions available that will allow the admin to specify which items to check-in instead of checking in everything.
