what sit the best size for a picture to upload?
do i need to upload it always in the biggest size i need it or for every format another file?

Are you uploading pictures for a gallery, or to use in content articles?
If it's for a content article, the image you upload should be the size that you want it displayed at, not larger, so that the page doesn't take longer than necessary to load.
If you are using a photo gallery, it depends on whether the gallery is resizing the photo for you. If the gallery component is resizing the image for you, the image should be at least as large as the largest size at which it will be resized.
Phocagallery is a component that create 3 different image sizes for you automatically on upload. Photos are stored in images/phocagallery, so you can insert them into articles.
