Does "Submit an Article" generate a message to the admin?

I have the "Submit an Article" feature activated for my client, and I'm trying to figure out how she can manage this without getting into the back end. Does this generate a message to a specified email? If so, how? Can a "Publisher" publish a submitted article?

Article submission from the front end does not generate an email to the admin.

Yes, a publisher can submit an article. Anyone above "Author" can submit, but I believe the author cannot set it to be published.

The admin can view unpublished articles on the front end. So if you have a page showing a list of articles in a particular category, the logged-in admin will see both the published and unpublished articles in this list, and can edit them.
